Michael Ha is the Chief of Policy and Rules Division, Office of Engineering and Technology at the Federal Communications Commission. Since joining the Commission in 2010, he has been engaged in various proceedings on spectrum allocations for wireless broadband services, mobile/fixed satellite services, public safety services and unlicensed services. Michael’s recent focus has been on the expansion of unlicensed services including 6 GHz proceeding where 1.2 gigahertz of spectrum is made available for unlicensed use with certain sharing mechanism, 5.9 GHz proceeding where 45 megahertz of spectrum is repurposed for unlicensed services while retaining the upper 30MHz for ITS services, and 60 GHz proceeding where more flexible use of field disturbance sensors or radars are allowed with certain technical conditions. Michael is also actively engaged on the Commission’s efforts to make more mid-band spectrum available for 5G/6G services. Michael serves as the FCC’s liaison to the Interdepartment Radio Advisory Committee (IRAC) where federal/non-federal spectrum sharing discussion takes place with federal agencies.
Prior to joining the Commission, Michael held various technology and management leadership positions in R&D, Technology Development, Corporate Strategy and Product Management, mostly with wireless carriers including PrimeCo, Verizon, Nextel, and Sprint.
Michael received a Sc.B degree in Electrical Engineering from University of California, San Diego and Masters of Engineering degree in Electrical Engineering from Cornell University.
